THe world bank has just released $250,000,000 to remove stockpiled banned pesticides such as toxaphene and chlordane in Nigeria:

Meanwhile, the UNEP process to voluntaily ban global POPs use  languishes because the developing nations with large agricultural uses of POPs  have niether the resources nor the will to give up their cheap pesticides.
